The Norwegian State Educational Loan Fund provides student loans and stipends for university and upper secondary education. The educational support scheme is designed to:
- help to promote greater equality to enable individuals to pursue an education regardless of their geographical location, age, gender, or financial and social situation;
- help to ensure that those pursuing educational programmes have adequate working conditions, thereby enhancing the effectiveness of study efforts;
- help to provide society with access to an educated workforce.
The educational support system comprises a key educational policy instrument in that it covers students’ living costs during a period in which they have no income. The system has been designed such that it may be used together with other social welfare schemes. Thus, it incorporates various social, development and regional policy considerations, while at the same time supplying competence to society and working life.
